With reference to your Circular Despatch of the

oth. July and to previous correspondence on the subject of the

establishment of an Honorary Correspondent of the Commercial

Intelligence Branch in this Colony, I have the honour to enquire

whether you would have any objection to tuis Gover:Lent`nominating

the Secretary of the Hongkong General Chamber of Commerce to be

the correspondent and paying him a reasonable honorarium of say

$300 a year or a little more if that sum is not acceptable.

In the absence of a Customs House it is extreme-

-ly difficult for any Goverment Official to gain information con-

-cerning general questions of import and export trade. Experience

shows that the Honorary Correspondent here has relied in the past

to a great extent on the information supplied to him by the

Secretary of the Hongtong General Cha ber of Commerce to enable him.

likely to be of considerable value, is an example of how much
